PURPOSE AND SCOPE:

The Senior Commodity Manager utilizes professional-level skills to accomplish assignments within an area of functional specialty. The position is responsible for managing the solicitation of goods and services within an assigned category for Clients with an emphasis on quality, competitive costs, timely delivery, and excellent customer service. Ensures compliance with Client policies and procedures as well as related laws and regulations. Manages relationships with external vendors and acts as a resource and support to internal customers, including providing training as necessary.

 

ESSENTIAL JOB FUNCTIONS:

  • Manages the solicitation of goods and services for Clients in relation to assigned commodity/category codes greater than $2M.
  • Establishes priorities and maintains the overall balance of workload
  • Handles the entire solicitation process including the RFP/RFQ/CSP/CMAR, facilitating the evaluation of proposals, and drafting selection recommendations for appropriate approval
  • Performs spend analysis on spending by suppliers and spending by commodity/category codes
  • Manages ongoing relationships with suppliers/vendors within assigned categories; evaluates performance and assists end users in resolving contract issues
  • Initiates contract process and contract renewals when needed after completion of the bid process
  • Solves a variety of complex problems and researches alternate or new solutions to accommodate changes
  • Provides training and support as needed to staff, internal, and external customers
  • Participates in a variety of teams, initiatives, and meetings to ensure the Procurement department is in alignment with its mission, vision, and organizational goals
  • Preparation of KPIs for the procurement department
  • Responsible for assuring all Procurement/Supplier Contracts are in an active status
  • Reporting of all Bucket BAI’s and other BAI’s based on cumulative spend
  • Reporting of all Purchasing Cooperative contracts based on cumulative spend
  • Participation in database maintenance of supplier database and commodity/category codes including standard naming convention standards
  • Participation in Contracts database maintenance including standard naming convention standards for contracts entered by Commodity Managers
  • Creation of current standard operating purchasing procedures and job aids
  • Standard usage of the Solicitation Timeline schedule
  • Responsible for other reasonable, related duties as assigned

 

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Strong knowledge of State Bid Laws, Higher Education requirements, and Purchasing Cooperatives
  • Excellent customer services skills
  • Ability to work in a fast-paced environment while still meeting deadlines
  • Working knowledge of PCs and related software (Microsoft Office Suite), and the ability to learn new software
  • Excellent interpersonal and communication skills, both verbal and written
  • Strong knowledge of assigned commodities and keeping current on trends in the industry
  • Project management skills and team leadership skills
  • Strong multi-tasking abilities

 

REQUIRED QUALIFICATIONS:

  • Bachelor’s degree and at least 5+ years of related work experience, or an equivalent combination of education and experience

 

PREFERRED QUALIFICATIONS:

  • Certified Texas Purchasing Manager (CTPM) now Certified Texas Contract Manager (CTCM), or Certified Texas Contract Developer (CTCD)
